New exception-safe timeout implementation

The new timeout implementation does not use `::Timeout#timout` but instead
a high-resolution time and only passes the remaining time interval to
subsequent operations. After each subsequent operation the interval timer
will be checked if the timeout duration has been exceeded.

This will *not* timeout or interrupt code block given to promises. They are
responsible to set proper timeouts by themselves.
