Remove HostSettings and standardize `seed_from_config` method name

The main point of this is that we don't vary storage roots by system
name, we vary them by environment. Since each env already gets its own
YAML file, only one set of storage roots is required.

This is particularly true for worker boxes working M2C/C2M jobs, since
they will be expected to work on any arbitrary storage root (in common
with the enqueing system).
