BLD: Improve setup so that it works in all configurations

Modernize setup so that it can be installed into empty virtualenv
Handle both paths with C source files and Cython files
Prefer Cython if available, else rely on C source
Add Versioneer to strip all verion-related code form setup
Verify install works into empty environment
