Bump pg from 0.18.4 to 0.20

We no longer need to pin to 0.18 now that we've dropped support for Ruby 1.9.
Pinned to 0.20 as 0.21 is a preparatory release for v1.0.0 which is not
compatible with Rails 4.2 so 0.21 effectively deprecates ActiveRecord 4.2 as it
brings up warnings for PGconn, PGresult, and PGError.
