REPLACE Hash::Merge with RapidApp::Util::Hash::Merge - #155, fixes #177

After version 0.200 of Hash::Merge, it no longer behaves the same and in
spurious ways I haven't had time to figure out. Sorry to everyone, but I
just created a local version because this is too deep in the core, very
complex RapidApp logic that I can risk these API changes now (and down
the road).

If someone can come along and solve it, I'll accept a PR. In the
meantime, I need these internals, written many years ago, to work, and I
don't have the tuits to figure it out.
