feat: codegen API resources

Currently, resources are hand generated, despite there being very little
deviation between them. This in itself is a lot of hard work, and we
haven't even needed to make sweeping changes.

This CL introduces a simplistic code generator that generates these
resources definitions from a YAML file. Generated files replace those
on-disk, no attempt is made to reconcile them.
