New lint: prefer_void_to_null (#1100)

* New lint: prefer_void_to_null

To help encourage people to use void, and discourage use of the academic
& suprising Null type now that void is here to better replace it and
serve its functions.

Allow Null in generic function types, empty literals.

In the errors group, with maturity set to experimental.
