Pin rubocop and regenerate the todo file

You really don't want to leave rubocop dev dep open as every minor release changes the config and introduces new warnings. Every PR that people open will require a bunch of rubocop fixes that are unrelated. It's a lot easier to just bulk update things from time to time.
