parsers: throw ParseException consistently (#893)

Some parsers in the `parsers` package throw ParseException on a parse
error, others throw IllegalValueException.

Given that they are *all* parsers, let's make them all throw
ParseException for consistency.

  [1/4] ParserUtil methods: throw ParseExceptions on invalid input
  [2/4] parsers: remove unnecessary catch-throws of ParseExceptions
  [3/4] Remove use of `junit.framework` package
  [4/4] Use chained exceptions consistently throughout the code base
