handler: remove facility in favor of global_tags and disable debugging fields by default

...no need to stick so much to the Graylog2/graypy way of doing things.

Bump to 0.2.0.

In the future, selectively enabling debugging fields by providing
a list could be an option. This way, one could, for example, enable
only the pid field.
