Commit Message

Use `scala_import`s instead of `:file` for jar dependencies.

The `:file` imports don't have `JavaInfo`, which is needed by Scala rules
now. The new way is to add the jar to a `scala_import` in
`third_party/scala/BUILD.bazel` and then depend on that.
