Merge pull request #65 from keybase/AMarcedone/PeekType-CORE-8263

-Add limits to frame and brand size.
-Introduce function to classify saltpack stream (so the keybase/client repo doesn't have to do manually).
-Make sure the input frame is always checked, no matter which decryption/verification function we use.
-Fix comment
- Introduce workaround for a missing function in go 1.9, should be removed after we drop support for it.
