Issue #20: Implement a better DropMark defense.

This sets much tighter bounds on the quantity of allowed dropped data, using
expected SENDME window sizes. At the point in which DropMark inserts packets,
the allowed dropped cells should be 0, so the circuit should get torn down on
the first invalid cell.
