NGAS-140 Using a threadpool to serve HTTP requests

Using a thread pool means we no longer create/destroy individual threads
for each request coming into the server, which should help with
performance, specially in short-lived requests.

This thread pooled server implementation makes sure we still don't go
over the limit of supported maximum simultaneous requests (which was
already checked by a unit test).
