Cleanup tf-job after a configured TTL (#753)

* Cleanup tj-job after a configured TTL

If the ttl is not set, the tf-job will not be cleaned up

This is a temporary solution before the ``cleanup controller'' is implemented
in kubernetes.

* add test case for cleanupTFJob

* use seconds for ttl and add back to queeue if not cleaned

* add comments to the field documentation

* TTLSecondsAfterFinished, loggerForTFJob
