Cache seed improvements (#454)

* refactor of cache seeding / purging by bounds
* fixed bug in seeding traversal, broke out zoom slice creation to be accessible by tests, created tests
* min function, should have been included in last commit
* new test for cache seed function, refactored memory cache to make it registerable
* changed tile buffer config to be set by env and nullable
* fixed cache seed max y bug
* added test cases, added emphasis to comment
* more complex test case for tile-name
* added tests for tile list, changed t.Errorf(...);return to t.Fatalf(...)
