pmi: experimental support for async kvs_put

Split simple_pmi_server's kvs_get call into kvs_get and a
kvs_get_complete call so that an implementor can develop an async
version when available.

Switch all call sites, and use async version in wrexexcd to
(hopefully) mitigate serialization when wrexecd is managing many
local tasks.
