feat(react-core-button): support using a custom element or component for buttons (#481)

affects: @patternfly/react-core, @patternfly/react-docs, @patternfly/react-tokens

Added support for using anchor tags or custom components for button.  Added aria support for disabled buttons that are not rendered as HTML buttons.

Updated alert tests to use a string for actions.  The tests only needed to verify that the element passed is rendered in the correct place.  Using buttons will cause unnecessarily large snapshots.
