Upgrade Rubocop and remove imported Hound config

Hound claims to also use the default config now. So this change should
help align the local warnings with Hound comments.

This change might lead to more warnings short term, though. PRs need
to adapt `.rubocop.yml` to get things remove unwanted warnings.
