CI: make Python 3.6 available on test system

This is needed, because our dependency list references a Python 3.6
package explicitly (which in turn is due to our recommendation to run
Python 3.6 in our documentation). Besides that, making Python 3.6
available through the used PPA is worthwhile also because we suggest
this way of installing Python 3.6 in our documentation if on Ubuntu
14.04 or 16.04.
