Add ability to drop metrics using mapping rules (#191)

This change adds the ability to specify a mapping rule that either forces matching metrics to be dropped regardless of other matching mapping rules, without impacting matched rollup rules, or to drop metrics if no other mapping rules are matched.

The two policies are `DropMust` and `DropIfOnlyMatch`.
