Reduce the steps required for local mode (#111)

* Implement Mac download and silent installation

* Implement Windows download and silent installation

* Provide feedback about current installations

* Create configuration scripts for Mac and Windows

* Create and install certificates for Windows

* Invoke make-cert from configure

* Create an SSL certificate for localhost

This is used instead of "npm run cert" in the "hello world" extension
since it will have a proper root CA, ensuring all browsers accept it.
