Some of the tests were failing on Python 2 due to a change in Sphinx 1.3b which they were using.  This addresses that.  However, I also found that those tests fail entirely on Python 3 with Sphinx 1.3b which seems to have a bug or something that I couldn't work around.  So I updated the tox.ini to ensure that Python 3 does not use Sphinx 1.3 yet.  Also on travis.  Finally, however, I found that Python 3.2 support has been going away pretty fast for some of Sphinx's dependencies, so I had to make adjustments specially for Python 3.2 as well.
