wreck: add support for '-o cpu-affinity=per-task'

If `-o cpu-affinity=per-task` is set for a job, then hwloc_distrib(3)
is used to distribute the N local tasks across a hwloc topology
which has been restricted to the cores set in R_lite.

Fixes #1600
