Big Fix: Accessing User Profile Page before Profile Objects Created

Previously it had been possible to authenticate using the Wagtail admin
and then navigate to the user profile page, circumventing the normal
profile creation of the CTS login page.

Changed user_profile view to use get_or_create object method to ensure
profiles existed before loading the template view.

Added a test case to ensure correct behavior.
