Commit Message

Move g1a/composer-test-scenarios from require-dev to require.

This will make available when using 'composer update --no-dev'. This has the unfortunate side-effect of putting a copy of g1a/composer-test-scenarios in the vendor directory of any project that requires Robo, whether they need it or not. This isn't great, but at least this component is very small.
