refactor: organize codebase (#217)

* Removed `.eslintrc.json` (a remnant of previous work)
* Moved `spec` and `benchmarks` into `src`.
* Lib now located under `src/lib` with public entry at `src/index.ts`.
* Used typescript's path mapping to refer to the library from tests via `@lib` and `@lib-private`. This makes it cleaner and distinct as to what is being imported and tested.
* Mended moved and previously broken paths in a few scripts, e.g., benchmarks.
* Renamed `tsconfig-base.json` to `tsconfig.json` since that's what IDEs tend to read. The previous `tsconfig.json` which was used to build is now `tsconfig-lib.json`. All other configs extend `tsconfig.json`.
