Merge command line branch

Lots of changes, all of which led to a command line tool and v 1.0.

- bump to 1.0.0
- update readme
- support urls with prefixes
- change localhost to 127.0.0.1 for CircleCI
- bin/scc.rb
- a test wrapper for it that does interesting process contortions
- tests for scc
- broke out the service contoller from parsing and error handling
- add some tests for that
- fix and simplify a bunch of things
- way too much time on layers of code and escaping
- service controller goes in it own class
- command line tool disentangled from it
- better command line tool args
- make command line tool callable with "bundle exec"
- a bunch of rubocop cleanup
