Use relative paths for sass includes

This makes it possible to use the sass from webpacker without having to
customize the includePaths. e.g:

```js
const sassLoader = environment.loaders.get('sass')
sassLoader.use.find(item => item.loader == "sass-loader").options.includePaths = [
  'node_modules/blacklight-frontend/app/assets/stylesheets'
];
```
