Move MaRC configuration file to $XDG_CONFIG_HOME/marc. (#86)

* Moved MaRC configuration file ~/.config/marc.

Modern program conventions suggest placing user-specific configuration
files $XDG_CONFIG_HOME/<program>, e.g. ~/.config/marc, as defined in
the XDG Base Directory Specification.  Make MaRC conform to that
specification.  Fixes #77.

* NEWS: Added entry about new configuration file.

* src: Warn of existence of old configuration file.

* tests: Exercise user configuration file parsing.

Set $XDG_CONFIG_HOME to a new `$top_srcdir/tests/config' directory
containing a test user configuration file `marc' when running the MaRC
program test shell script.  This causes the MaRC program to parse the
file `tests/config/marc', and set default configuration values for use
when creating the maps described in the various test MaRC input files.

* Fixed distcheck failure.
