fix warnings from an edge case.

In the event that `installed_perls` is called when a `perlbrew
install` is on-going, there might be a installation dir without
`bin/perl` inside. Then the following `stat` an `localtime` start
to warn about using uninitialized values.

We simply ignore that case and hope for a better future.
