Commit Message

Explicitly enable public API symbol exports.

Do not rely on the "PIC" preprocessor symbol being defined to
automatically enable export of symbols in the public MaRC API.  It
could potentially be defined or undefined by the user, which may
conflict with MaRC build expectations.  Explicitly enable symbol
exports by checking if shared libraries were enabled at
configure-time instead.
