Commit Message

Do not require "-f/--file" to specify state

Since the network state file is always required/not optional, specify it
as an argument, not as an option. This will support:

- `nmstatectl set state.json`
- `nmstatectl set < state.json`
- `nmstatectl set - < state.json`
- `nmstatectl set -`  # now it will read from stdin unless the file `-`
  exists
