fix 'reuse optimizer instance' + theano sghmc port

Fix: the same optimizer instance was reused across
multiple subsequent `bnn.train` calls, which
results in wrong values in `sghmc.scale_grad` (number of datapoints)
and performance degradation.
The current implementation now performs
comparably to theano bohamiann inside robo
on `robo/examples/example_bohamiann.py`
