Adds a ping probe for platform switches (#236)

* Adds target generation for a blackbox_exporter ICMP probe of the platform switches.

* Removes the obsolete, unused label __exporter_project from the snmpexporter.json targets. This label is a vestige from the time before we templated Prometheus configs.
