Switch user name in UI from using cookie to fetching data from server

In the past when the UI was loaded a cookie `genie.user` was placed in the response context. Unfortunately when the username contained illegal cookie characters (like space) the Tomcat cookie validation would break after they went to the stricter validation with 8.5.

It wasn't the best solution anyway. This new mechanism (while still not great) adds a very simple endpoint at `/ui/user` that the JS code calls to after successful page load to fetch the user name. This is a redundant call the the server and really this isn't a great way to do it but I'm not a UI engineer and as we're keeping the 3.x UI working with the new code this is an effective short term solution. Also works with new internal security implementations whereas the old way didn't.
