First pass at Python 3 support

Currently all unit tests pass for Python 2.7, more changes are necessary for 3.x
Targeting support for Python 2.7, 3.4 to 3.6, and possibly pypy

- Ran python-modernize with the --future-unicode flag on all python scripts.
- Manually tweaked a number of string/bytes entries
- Added proper BOM encoding detection (seems to work on real-life files.)
