Design parameters (#50)

* first cut at replacing add_control(..., dynamic=False) with add_design_parameter

* More fixes for design_parameters.  Uncovered a bug in check_partials, exhibited by ssto_linear_tangent example

* completed change from static controls to design variables.  they are treated separately to controls now, and have no associated rates.

* removed the now-unnecessary StaticInterpolant class for the scipy odeint interface

* fixing matplotlib backend issues

* pep8 fixes
