Add environments support to SDK with SDK key initialization (#264)

* iOS Environment refactor to use OPTLYDatafileConfig

Test Plan: all tests pass on iOS and tvOS.

* Refer to 6 identical strings by SSOT OPTLY_DATAFILE_URL global
