Make pagination tests faster

Only download content when needed for a test. Use multi-threading for
tests which create enormous numbers of resources. On the author's test
machine, the execution time of `test_repos` drops from ~215 seconds to
~45 seconds, and the execution time of `test_content` drops from ~576
seconds to ~91 seconds.
