Use the datastore as the source of truth, not memcache. (#150)

* Fetches records from the datastore, instead of memcache, when running the check_status cron job.

* Sets the max results returned from a GQL query to unlimited.

* Fetches all needed datastore records up front instead of issuing 10s of thousands of requests for each line in mlab-host-ips.txt and for each slivertool.

* Fixes a bug where the tool_extra field would continue to grow and grow until eventually it exhausted the max size for the field.

* References class attributes, not dict keys.

* Adds a new TESTING_IP_LIST_URL for use in mlab-nstesting project.

* Fixes unit tests.
