refactor: add a global, .globals.PRIMITIVES_TO_DICT_KEY

add a global, anyconfig.globals.PRIMITIVES_TO_DICT_KEY to be used as the
key to wrap data of primitive types other than mapping objects like list
to mapping objects after load, and make it refered instead of immediate
value from other modules.
