jenkins: Handle builds with repeated steps

The new parallel, multi-arch pipeline in Jenkins can produce repeated
reports for each build step. I.e. several "skt.cmd_merge", several
"skt.cmd_build" and so on.

Handle that by summarizing the results appropriately:

* make sure the values which should be the same for all
  arches are the same before returning them,
* return the earliest (worst) failure across arches.

The logic for baseline failure is unclear and wasn't tested.
