Loosen systemd restrictions for Debian Stretch

The daemon wouldn't boot without these changes on my production Debian
Stretch instance. Presumably some systemd behavior changed between
Jessie (which is what the unit was originally tested on) and Stretch,
or these options only started to take affect in Stretch's systemd.
