Centralizing version and setting it in Bloks

So much has changed with setuptools in the last years that
I'm not sure if this pattern is correct, but it seems to
actually work.

Not sure either if Sphinx on readthedocs will be actually
able to import from anyblok_wms_base, let's give it a try.
