list_projects: be smarter about how much data we load related to outcomes

bu including an outcome's serialization in a project's serialization, we
would be triggering an ArchivedService fetch just to find the service_id.
This would bring in all of ArchivedService's (large) data blob, which we
don't need. so do a limited joinedload to just the things we need.
