Cache seeding/purging command improvements (#372)

* Split cache seed and purge workers into functions. Added format string string cmd arg
* added function to create slippy tile from lat/long. added member function to range children of tile at specified zoom level
* refactor to use slippy tile map. basis of seed/purge operations is now the slippy map coordinate system. also making use of the (*slippy.Tile).RangeChildren method for walking through zoom levels.
* comments on RangeChildren member function. Added functions for reading zxy from files
* reaname RangeChildren -> RangeFamilyAt and added tests for this method
* change function name. Added exiting mechanisms for sendTiles()
* New slippy function, NumToDeg. tests for tile NewTileLatLon
* implemented Format type for parsing and printing zxy format strings. Also, made unrealted change to use `defer` for closing the tile tile channel in `sendTiles()`
* rename tile channel tiles -> tileChan
* changed if statements in `sendTiles` to switch
* renaming subcommand descriptions
* broke format struct into a different file, added tests
* updated github.com/go-spatial/geom dependency
* using zoom from tile list when no zooms provided
* changed default zoom values to 0
