distinguish similar git repos in different locations

fixes OSBS-5592

currently, host.com/stage/repo.git and host.com/prod/repo.git resolve to
the same BuildConfig, and this breaks some people's workflows.

Resolve this by adding a new way to search for configs, by searching
against a new label that has the full git URI. This is the preferred
way to find existing configs. If it fails, fall by to searching by
git repo humanish name label and branch label, and if that fails, search
by name.

Also change the name of new BuildConfigs to include the full directory
path.
