Double-check "counted" error cores

- large jobs across many boards in particular were raising
exceptions at this point, saying that cores had gone into
watchdog, but when I went in to try to write out which
cores had actually gone into watchdog, it was not finding
them; this code does a double-check for errors if the 
original count call finds any, and then returns the actual
cores that have gone into the error state; or continues if
it fails to find any in that error state.
