Use message passing instead of passing the next_actions around

We need to dispatch the next action somewhere, and I think it is best
to send them to the mailbox of the connection controller; it just so
happen that the handler is running in the process of the connection
controller, so if we send the next actions to the process mailbox
there will be no need to pass them around in the struct; and it is
super easy to test because we can just `assert_receive` on the
expected next actions.
